    To be honest, I would not give the CEO of Harrow Council the luxury of attempting to resolve this matter. This case has revealed fees not in accordance with legislation and not permitted by legislation, an invoice for a company that has been struck from the Register of Companies, and VAT charged when it is very likely, if not, almost certain, that the company is or was not registered for VAT.

    It would, in my view, be unwise to warn Harrow Council and Newlyns they are being checked up on as this would give those involved the opportunity to cover their tracks and destroy any incriminating evidence.

    If it was only fee irregularities and local authority intransigence, then I would say the local MP would be the most appropriate route. However, this case has revealed far more than that and, for these reasons, I would refer the matter to HMRC, in the first instance, and let them decide what they consider is the most appropriate route and advise the OP accordingly.

      This has been a worry of mine all along, even posting in the forum has given people heads up, but, saying that I am sure there are some things on thier side that cannot be changed and the two stories will not add up anyway. When it is all said and done you cannot hide from the truth. No one can truly cover up everything. There will always be residue.

          Council have not responded to even their OWN time frame. Reminder has been sent. I'll update once I have a response.

            Update - The council have pretty much ignored the matter and do not wish to be challenged. The case is currently being reviewed else where within the govt. Will report back in 20 days.

                    There should be a list of Councillors on your Council website - you may have more than 1 that represents your Ward. If unsure then a phone call to the Council should give you their names and contact details. In my view Councillors are available 7 days per week up until 9pm - if they get on their high horse about you contacting them then they should not have stood for public office. If met by refusal or reluctance to help then go straight to the Leader of the Council and his opposite number.

                    Explain your problem and the stance taken by the Council and ask if they will help/intervene. I would also suggest they look at this site and your own thread in particular so they may see at first hand what goes on. Most Councillors wear blinkers until advised where to look.
