          But if that is happening, then would that not impede complaints or prevent complaints being made to the council?

          And wouldn't that be maladministration in itself?

            It would if the complaints were internal to that department, a flaw in the system that would allow Newlyn to prevent anyone within the actual council becoming aware of any issues of unlawful action by Newlyn; which is why they should be escalated via the CEO, and the elected members
