      Councils use Bailiffs as first line of enforcement as they are perceived to be a no cost option. To do any other means the Council incurs extra admin costs. Unfortunately most Councils are heavily blinkered and turn a blind eye to what actually goes on until it comes back to bite them on the Arrass. Fighting this is not an overnight thing and may take a while to resolve but you do have to persevere.

          Do you mean that no council has ever received any "commission" from a bailiff company?

              PT stated that the reason for the use of bailiffs is a mistaken view that they are a "no cost" option.

              The Lader white paper, which I attached to post #15, seems to suggest that some councils may (directly or otherwise) derive another income stream from the bailiff company appointed to enforce debts. Is that white paper wrong?

                CC please read the post again ...PT stated they are perceived to be a 'no cost' option. If you want to discuss the Lader report then I suggest you start a new thread as it is not directly related to the comment in post #17.
