Have you checked whether the bailiff has a current certificate? There are as CC pointed out unlawful and dodgy fees in there. Did TEC accept your submission, if they do the PCN s would be reset to original amount and all bailiff fees removed, this is why they are piling on the pressure to get you to pay, if the fees werwe quoshed you would likely have to sue Excel for their return.
