I am so pleased to hear he is collecting on 3 accounts as it shows he is trying the old "multiple" fees trick when instead they should all be treated as one. Send off Letter 1 from here http://www.legalbeagles.info/forums/...Useful-Letters . Send initially by email backed up by a copy in the post.

Difficult trying to decipher what is what here but regardless and goods belong to the Lanlord are exempt as they are the property of another. Does your Tenancy Agreement give you an inventory of goods in the property? Your sons goods - I assume you have just the one aged 22 as said previously - are also exempt as yet again these are the property of another but in his case you may need to have a Statutory Declaration done. This then leaves very little, how old is the car he has seized and who does it belong to.

Oh did he now? He knows full well he has no choice. For CT, as stated in an earlier post, a bailiff is obliged, under the Council Tax (Administration & Enforcement) Regulations 1992 (as amended) to have in his possession, when visiting for the first time, a copy of the Liability Order and a copy of Regulation 45 of the aforementioned legislation and to serve these on the CT debtor.

It's a shame the Landlords goods are not listed on a Tenancy inventory. This means you will have to contact your LL and inform them of what has happened and they will need to submit a claim for those goods. As said previously your son will need also to submit a claim for his goods - best done as a Statutory Declaration. Will you be able to get your MiL involved and ask her to provide a copy of the receipt for the car. Gett all this done and there is very little left on the levy - certainly not enough to make any inroads to the monies owing.

When all those fees appertaining to the levy are removed they should be replaced (where appropriate) by a 1st or 2nd Visit Fee. I imagine you will have a struggle on your hands but really the Bailiff should have listened in the first place whereby he may have found other goods, he obviously did not carry his duties out with due diligence.
