    I shall go to my local police station tomorrow and do as you suggest. And if I am not satisfied thereafter then I may well consider involving the media at some later stage. thanks for all of your help. i shall post the outcome shortly.
    As a foot note bluebottle I should say that the police officer probably meant well but perhaps a senior officer was pulling the strings.

      You will find that a lot of senior police officers are pretty clueless about bailiff law themselves. This, unfortunately, filters down to frontline officers. As regards the Form 4 complaint, the police officer you speak of probably went on the DirectGov website which has very limited information about what certificated bailiffs can and cannot do. Also, without knowing how much service the police officer has to call on, I cannot really say if he should know better or not. If it is less than five years, I can understand his lack of knowledge. If it is eight years or more, then he should know a lot better.
