  • Marston Letter

    Hi, I got 2 separate letters today from Marston Bailiffs for 2 PCN's dated in 2010. The car mentioned has been sold. Can they find out I own a different vehicle, if so how? I read about filing the statutory declaration so I will do that ASAP. These letters appeared out of the blue, and I don't remember much of 2010 (getting old). Thanks

    It doesn't matter that you own a different vehicle now, nor that you may not have been the driver at the time. PCN's are not driver dependent, they are owner dependent, and the registered keeper is assumed to be the owner.

      Where are these PCNs from, a local authority or a PPC?

        The PCN is issued by the Local Authority, and processed by the TEC, a branch of the bulk processing centre in Northampton (non endorseable). The Fixed Penalty Notice is issued by the police and is a criminal offence (endorseable).

        It all changed with most councils decriminialising parking offences a couple of years ago.
