Hi, I got 2 separate letters today from Marston Bailiffs for 2 PCN's dated in 2010. The car mentioned has been sold. Can they find out I own a different vehicle, if so how? I read about filing the statutory declaration so I will do that ASAP. These letters appeared out of the blue, and I don't remember much of 2010 (getting old). Thanks

It doesn't matter that you own a different vehicle now, nor that you may not have been the driver at the time. The PCN is issued by the Local Authority, and processed by the TEC, a branch of the bulk processing centre in Northampton (non endorseable). The Fixed Penalty Notice is issued by the police and is a criminal offence (endorseable).
It all changed with most councils decriminialising parking offences a couple of years ago.
