      It's far, far worse than that - the inflated fees are not supported by any law or regulation and, if councils tacitly allow bailiffs to charge those excessive/unlawful fees, they may have committed the (indictable) criminal offence of conspiracy to defraud.

      Again, it is worse, as it seems designed to reward criminal activity.

        It also is worth mentioning that the local authority, re council tax, have already at this stage taken the debtor to 'court', obtained a liability order, & have had a good slice of that action.
