Can you post up a legible photo of the PCN(first removing identifying details but leaving in all dates and times)

Do you have phone record showing that call?

There's no instruction on that sign which enables you to pay by phone ??

Having seen that PCN you can write to UKPC along the following lines:

Thank you for recent communication, enclosing a copy of PCN numbered*****

I note that you have failed to comply with the requirements of Schedule 4 of The Protection Of Freedoms Act 2012 namely, but not limited to, failing to invite the keeper to pay the unpaid parking charges as prescribed by section 9 (2 (e)) of the Act. You cannot, therefore, transfer liability for the alleged charge from the driver at the time to me, the keeper.

There is no legal requirement to name the driver at the time and I will not be doing so.

Any further communication with me on this matter, apart from confirmation of no further action and my details being removed from your records, will be considered vexatious and harassment. This includes communication from any Debt Collection companies you care to instruct.

                    Yours etc

send first class post with free certificate of posting from a post office

They will carry on regardless and ignore your letter, but, unless you want to pay their charges, you need to go through yhe motions and possibly a court case

I wouldn't bother, as they are likely to ignore any of your arguments anyway, because all they want is your money.
