Well I looks to me that all those conditions are being breached. So keep complaining to the HA.
Maybe you need to gather more evidence to support your complaint? Screenshots of where they are advertised. A diary with times and dates of repair and sales activity. + Photos of possible and it's safe to do so.
All opinions expressed are based on my personal experience. I am not a lawyer and do not hold any legal qualifications.

I now have a Senior Housing Officer coming out to visit us Friday Morning.
