I went to the CAB office when I came out of court (it’s across the road from the court building) to make an appointment, they said they could help with the forms and they would ring me within a week. Someone from the CAB rang me 12 days later, asked me all of my personal details, went off for 20 minutes, then said they can’t help me as they have no legal advisers. So, I am now 12 days behind out of the 3 weeks allocated to submit an appeal.

Dates - When Documents have to be sent and to who - Completed.
Then go through the CAB link, start filling in the Spreadsheet.
This looks straightforward, but done wrongly, you could end up in a 'pickle', 'be steady and sure, not complacent'.

update – I received the reply from the court yesterday in reply to my permission to appeal request and my request has been refused so it looks like every payment I have paid to anglian water over the past 2 years I am going to have to pay again, apparently the judge decided that my appeal including showing my evidence which was disallowed at the court hearing wouldn’t make a difference at an appeal !

Just because it's been 'refused' by the Judge, doesn't mean their isn't any 'merit' in your case.
Parties do Appeal even when the Judge has refused 'Leave to Appeal. Lots of examples.
Has the Judge given 'Reasons for refusing Leave to Appeal'? If not, email the Court requesting them.

The judge stated that in her opinion, there would be no chance of success, I find that quite difficult to understand especially when most cases are decided after evidence from both parties has been shown to the court, that wasn’t allowed in my case. I wrote to anglian water to offer an amount per month but still mentioned that I disagree that I owe the amount, today a bailiff turned up at my house.
