I pose the following legal question. If someone were to receive a series of malicious phone calls and text message that obviously referred to threats of violence from someone they had never met or spoken to previously. And the individual calling said in the very first call. "If we ever meet, I will be the last face you ever see." Would those words legally constitute a death threat ? [ by implication ]

Read the sentencing guidelines. I would say it is the latter not the former but you could go and ask a specialist (most solicitors do a free half hour consultation)
