          You need to make formal representations to the NtO.

          The contravention did not occur since you had permission of the resident of number xx to park across their drive and the exemption of "A vehicle parked outside a residential premises by or with
          the consent of the occupier of the premises" applies. Enclose written permission from your neighbour.
