At some point our council tax payments are going to refuse cheques and want direct debits set up. Assuming cheques are still legal can a council refuse them?

Not heard that about Postal Orders previously Are you sure that the google reference was to "legal tender" and not "legal currency"?
For example Scottish banknotes, whilst legal currency are not legal tender.
In Scotland only royal mint coins are legal tender, Bank of England notes are not, so I very much doubt if postal orders are!
