              What makes you think you are vulnerable? If Jacobs have sent you a Notice of Enforcement have you contacted them? How much is the Liability Order for from the Council and when was it granted?

                It has to be kept in mind that there is no statutory definition of vulnerability for council tax purposes. What is vulnerable in one situation may not be for another situation and the decision on such rests with the council & the enforcement agents.

                  Having been 'put on notice', as it were, do they not have to back off a bit & refer this to their 'vunerable' team?

                  & often the LA are well aware, through prior dealings with the tax payer, of personal circumstances?

                    The council and the local authority should consider whether or not a person is vulnerable where they have information but there's no legal requirement for any specific action to take place, unless they are determined to be vulnerable.

                    Circumstances may make a person vulnerable in some situations but not in others so, without knowing what the vulnerability and exact circumstances are, it's impossible to say whether or not a vulnerability may be relevant.
