Bathgate costa coffe parking

Does anyone know if the parking company that operate this small car park are leagal and can fine you Ł60 if not paid then a debtor sends you letters demanding Ł170 because of the failure to pay the first demand.

Probably legal and can charge, or try to. Post up the redacted PCN, leave the dates, don'tidentify the driver
