What's the number you received the message from ? and which bailiff agency ?

Do you know the council responsible for the area of the restricted road? Calling them is likely first thing to do to try find out what this is about.

Have you moved address since December ? Updated DVLA etc ?

The Balliff company is Newlyn PLC And the reference no is xxxxxxxx.
i have moved address twice in this six months but the recent one I moved on 30 April and did not update my address with DVLA yet.
pleae do help as they do not have my recent address but they say that once you pay the bill we will provide with all the details which is not helpful as I do not know excatly what I am getting charged for.
they have hand delivered a letter on 30-June and I am in contact with the guys staying there but I have not received any confirmation from them saying I have any letter on my name and for the past one month I have not received any letter from anyone. As the problem is a multiple occupancy house.
please do help as I do not know how to resolve this
      thanks

Ring the council where the restricted road is and ask them.

You really need to contact DVLA and make them aware of your changes, leaving it can bring on fines. Bailiffs would go on where your last registered address was. I agree with AMETHYST contact your council.

If you have the PCN No then contact the Traffic Enforcement Centre and ask they send you the correct Out of Time forms by email, fill them in and return in the same manner. If received before 4pm they will be dealt with the same day and Bailiffs notified the following day matters being put on hold for some 4-6 weeks.
