          I really don't think their thought process started off with the thought of money, paused at "something terrible might happen to our children" and ended with "but it's a lot of money so we'll take that chance".

            here is the link I tried to post earlier, which does seem to suggest that the authorities have something to answer for, as they admitted they did know his history
