The figures have come from comparison website uSwitch, which has urged the Government to do more to help people struggling to meet the cost of heating their homes.
USwitch says the recent 15% increases in bills had pushed a further 500,000 people into fuel poverty.
But despite this it points out that the UK's six biggest energy suppliers have fewer than 400,000 people signed up to their social tariffs.
It adds that even if suppliers carry out plans to boost the number of people who received these rates, they would still be helping fewer than one million customers.

It claims that being on a social tariff also does not guarantee people the lowest rate, with some suppliers recently offering better to people on mainstream plans.
