The centre said that not having access to a bank account and direct debit facilities meant the most vulnerable consumers had to pay more for basic services such as utilities.

How about this for a plan - stop the Utility companies penalising people for not having a bank account.

Hope they dont make it obligatory on the consumers to HAVE a bank account (they are well on their way) be making us all wear red socks soon.
