A Downing Street petition calling for unauthorised overdraft fees to be pegged to £5 has received almost 15,000 signatures in less than four days.
The Bank Charges Reclaiming Charter states that a current stay on reclaiming charges is "anti-consumer" and should be stopped, or that it should be extended to prevent banks levying the fees.
On Wednesday night the petition calling for the charter to be implemented broke through the 10,000 mark. By Thursday morning a further 4,000-plus names were added, bringing the total to 14,421.
The e-petition was posted on the Downing Street site on Monday by money campaigner Martin Lewis, founder of MoneySavingExpert.com. It follows a decision last month by the Financial Services Authority to issue a waiver to banks in relation to the handling of unauthorised overdraft complaints until a landmark ruling is given in the courts.
A stay on all pending claims was also requested by the banking community ahead of the test case, which was brought by the Office of Fair Trading and is due to be heard in the High Court. It followed a widespread consumer revolt in which hundreds of thousands of current account holders successfully reclaimed cash taken by their provider in fees that some claim are unfair and unlawful.
Banks hit consumers with fees of up to £39 for bouncing a payment or going over an agreed overdraft limit, despite campaigners claiming that the actual cost is as little as £2.50.
The charter posted on the Downing Street website states that the stay should be scrapped. If not, it should also be put on banks levying charges, it adds. It also suggests £5 is a fair maximum for bank charges.
The charter was agreed by MoneySavingExpert.com, PenaltyCharges.co.uk and the Consumer Action Group.
Martin Lewis, founder of MoneySavingExpert.com, said "Between the three campaigning groups we've been helping over a million people reclaim charges, but the FSA suspended reclaiming without a whisper of prior consultation; though of course the banks were fully informed.
"It's wonderful to see that in the first day or so since launching the petition, it's already become one of the biggest, with people telling Gordon Brown its time to slap some wrists to help see that reclaimers aren't bulldozed by the institutions of state. As the petition says, either this suspension, which is protecting the banks pockets should be stopped or banks should be suspended from levying charges meantime."#staysafestayhome
