    may i suggest you contact your supplier and ask about their vunerable tarrifs,
    I worked for a very short time with Thames Water, and all water companys have a tariff for families they class as vunerable. This includes the elderly, disabled, parents of disabled children etc. If i remember correctly the do have to fit a meter to the property but your water bills drop... or at least thats what we were told, its worth noting if you accept it they will NOT take the meter out again!

    Have a word with them about it , and see if they can offer and info about it and if you would infact be better off!

      Thanks for this but I have a water meter and have 2 disabled children in the house but cant get ANY help as far their special schemes go as I dont use enough water - figure that one out as I cant
