I am admin on another Vbulletin forum, and the webmaster has access to the private messages, he can also grant others permission to view them, he did this for me once as I was left in charge of running everything for a weekend and we had a small issue between some members at the time, and there was some cooking up going on via the pm system.
Not that I peeked of course, I could see from the whos online who as sending pms to who, and nothing flagged my alert alarm so I never went for a nosy.
