    The lady on the phone has said that on the file the appeal was declined on the 5th of october. I have asked if a popla code has been sent out. she has said yes a popla code was sent out with the rejection letter.

                  I added you to my popla to do list and will it'll be the weekend before about 1st November to allow me to asses any decisions from the new brand of popla which gives the best chance to win

                            I am the Driver of our family veh & my husband is a disabled person having been diagnosed with stage 3 lung cancer earlier this at the age of 38 & we decided to scrape together some money & take our 8yr old to a theme park for her 9th on 22nd Aug 2015 we took her to a neighbouring town for a few hours. We were going to park in a closer council car park but it was also carnival day & was full so had to find alternative suitable for wheelchair access. The car parking area looked like a disused waste ground complete with piles of rubble surrounded by fences. There was limited signage & 1 parking metre & a dilapidated porter cabin by the dropped kerb entrance, there were no painted lines no designated disabled bays no parking attendants. So I briefly read the sign which read disabled drivers were to park in the designated bays & clearly display their blue badge. Seeing as there were no designated bays this could not happen however I clearly displayed my Blue badge as is the Law anyway & we went to our destination. It was only when I returned to find I had a parking charge notice that I found that there was something wrong. When I looked much closer at the charges board under where it said disabled badge holders were to clearly display their badges & use designated bays in much smaller writing in brackets there was the wording: (PLEASE NOTE THERE ARE NO CONCESSIONS).
                            Knowing the law had changed recently I sought legal advice, I have first appeal to the company on 28th Sept 2015 after receiving the notice to RK requesting that if they reject this to send out a Popla Code. In this letter It was explained the driver (me) did not see signage however upon calling them today 21/10/15 to enquire if they have received this they tell me they have not only received it but rejected it & claim to have sent out a letter with this popla code.

                              We'll i'm afraid it's likely you'll lose.

                              You only get 1 shot at popla and you can't change it. You can ask popla to delete it but i fear they'll refuse.

                              If Beavis wins, result due any week, thenyou'll still be ok overall, just not at popla.

                                I included copies of pictures of the land & signage,
                                Additional information was: We are not in a position to be able to afford to for this parking fine, My husband stopped working in early Jan when he started to show signs of his Cancer & fell ill only 9 months after we were married, I am now his sole carer & carer of our 2 children aged 9 & 5yrs. Unfortunately, we fine ourselves in a position through no fault of our own where my husband is no longer able to work & i am currently his full time carer. our children have had their worlds turned upside down & are currently having counseling with the support of farleigh hospice although the 5yr old is particularly outwardly. My husband is still in active Chemotherapy & will be well into the new year. There is no sign of our situation changing. He will have chemotherapy now for the rest of his life in one form or another. It is something that slowly us adults are coming to terms with & we are helping the kids make happy memories hoping that in time the scientists find a drug that will take him into remission. I am already making better judgments on where i park our vehicle. I would be greatly apprecieted on this occasion the parking fine could be cancelled.

                                I included a copy of My husbands Diagnosis letter as supporting evidence so that they could see i wasn't making it up just to get of.
