"When i asked the parking company to show they had contract to issue parking fine in the area concerned they said they did not have to discloose that info " .. They will if they initiate a court claim

Debt Recovery Plus are solely debt collectors and have no authority other than to request payment so I would not bother responding to them at all.

Only Gemini can initiate a court claim, and they have told you the case has been closed.(keep that email safe !)
Obviously if they do try and reopen it, besides you having a good defence, they will look rather more stupid than normally.

You have a letter from Gemini saying the matter is closed?
Send DCBL a copy and tell them not to write to you again.

DCBL are only debt collectors and have no teeth.
However they have a sister company, DCB Legal ltd who are solicitors, and they may begin writing to you.
If you receive a communication from them, then come back to this thread

So Gemini haven't said the matter of the parking charge has been closed, only that your enquiry about their contract with the landowner has been closed.

However it is completely understandable that you misunderstood their email.
So why not write to DCBL telling them the matter has been closed and reference the email by date without sending them a copy.
              Make them work!

                  Hi all,

I have received another letter , but no mention of letter i sent to them referencing the reply from Gemini that the subject was closed. this is probably standard letter I received:

FINAL REMINDER - Unpaid Parking Charge £170.00
We wrote to you recently regarding an unpaid parking charge and Direct Collection Bailiffs Ltd (DCBL) have been instructed to collect the outstanding balance on behalf of our Client. The balance is still outstanding and you are now at risk of legal proceedings being issued against you.
In the event that a claim is issued against you, further fees and costs will be incurred and these will be added to the balance that you owe to our Client. Thereafter, non-payment of the claim amount may result in a County Court Jud_g_me_nt _being entered agaiQ_st .}'QJtiis ..!!1.33.Y _r-_es.!!_ i,:i_Jurther enforcement action being taken and_ in some circumstances, it may prevent future lending.
Supreme Court Decision about Parking Charges
A Supreme Court ruling in November 2015 reinforced that it is lawful for a parking operator to pursue payment of a correctly issued unpaid parking charge through the County Court. The case was an important test case for companies like our Client. You can find further information online at:
                  https://www.supremecourt.uk/cases/uksc-2013-0280
At this point, you are no longer able to appeal the parking charge. Your next opportunity to dispute the charge would be if the matter was taken to Court.
                  Preventing Further Action
You should either pay the outstanding amount by scanning the QR code below, or call us to discuss repayment on
                  0203 540 8708.

I sent my letter with and have proof of posting, what should I do now please?

Many thanks for your time guys.

Ignore them (they are only a debt collector) and enjoy your Christmas.
Eventually you will hear from their sister company, DCB Legal, who are solicitors
                    see post 34
