Thanks for the paragraph. I am the registered keeper. The driver paid for parking through the RINGO app as couldn't get through on the phone, and was issued a ticket in this half an hour of trying to pay.

They will be writing to you as the registered keeper as they have applied to the DVLA for the details. At the moment they do not know the name of the driver, so why should you tell them? However Please edit your posts immediately, all of them, so that the identity of the driver cannot be inferred. The PPCs look at the forum

As it would seem byelaws seem to apply then POFA does not apply and they cannot hold the keeper liable, though they probably think otherwise. Mystery's post told no lies.

Apologies, I don't think I made it very clear. I am the registered keeper. They already have my name from the DVLA and addressed the parking notice to me. My case was that the driver did pay for parking on the RINGO app (and has the receipt as proof) but had no connection to call through so had to download the app, in which time, they had already issued the fine. Perhaps I don't have a case in this situation and it's just very bad luck..eeek.

MET will have got your details from the DVLA under POFA (I'm sure [MENTION=39331]ostell[/MENTION] or [MENTION=5354]mystery1[/MENTION] could explain more on that if need be ). They have no idea who the DRIVER was (unless you have already told them?) and so the notice they sent you was for the REGISTERED KEEPER. If you have not revealed to MET who the driver was, they will try to insist the keeper is liable (and usually fail in this due to non-compliance with the regulations from what I've seen).

I have just realised that I have missed the 14 days window to appeal now as it was issued on the 19th Jan..
