    Although they initially rejected my appeal, I have just received an email from them (before I even appealed to POPLA) telling me they have cancelled the charge:

    "
    Dear Sir / Madam,
    We refer to the Parking Charge incurred on 12 September 2015 at 18:34:31, at Tandem Centre Retail Park (Car Park 1), SW19 2NX car park.
    We can confirm that this Charge has been cancelled and there is no outstanding payment due on this account.

      i also got one there on 15th September and appealed with letter advising that I saw that exit was blocked due to traffic in the area as soon as I entered so took decision to leave car and walk kids home which was 10 minutes walk and get the car later as they were due their dinner. I used the cashpoint which was the reason for driving in there in the first place, which I quickly regretted, and I was able to provide evidence of this. They rejected my appeal and have asked me to pay up!
      I have disclosed that I was the driver and did not reply as the "keeper". Any suggestions? Guess I could go to POPLA? I had 2 kids of 3 years and 7 years who were hungry. I went back as soon as I could once my partner had returned from work, which was over the 3 hours limit. I have until 24th to pay the discounted amount thanks to their generous 'goodwill gesture'!

        Definitely do not pay! They also rejected my appeal first time, extending my period to pay as a 'good will gesture'. I was about to appeal to POPLA, when they emailed me to say they had changed there mind and let me off. I think this is because I actually appealed to them twice - once via post and also by uploading my appeal form online. I had my appeal to POPLA composed, informing them that if they rejected my appeal again, then Parking Eye must take me to a small claims court and that my hourly rate is £20 etc etc. They need to know you will not pay.

        Before they 'let me off', I contacted the highways agency and they confirmed that the roads around the area are regularly gridlocked. This was the email from them:

        Good Afternoon Mr Haran,

        I advise you to contact the Tandem Centre, management team. Unfortunately I do not have their contact details.
        They were aware of the works and as they employ the private parking company they should be able to overturn the judgement or at very least assist with your appeal.

        I can confirm that there were private works on Prince Georges Road (Street Works Reference: 12374902) works started 07 September and were completed 18 September.
        As such the road was closed and traffic was diverted along Tandem Way to Christchurch Road. This caused 2 hour delays all day long, and blocked the entrance and exit to the Tandem Centre Car Park.

        If you require any further information regarding the works please do not hesitate to contact me.

        With regards to the parking facility.
        As previously stated ‘Parking Eye’ are employed by the Tandem Centre, and due to this being private property Merton Council have no control over their setup/management.
        While at this time the traffic was bad and the delays were excessive, I can confirm that this is not the norm and now the works have completed and the road reopened there are no network delays leaving the car park

          Hello did you receive anything following you appeal , I to have received a ticket I was never aware of a parking restriction apparently it's well signed posted ? I was there 3 hours 27 and it was pretty busy but more sure it took over 27 minutes to leave but I think £60 for 27 minutes parking is disgusting ? Anything I can do , I stopped and spent money in the shops but I won't be going back there again !
