I've recently received a 'Civil Parking Charge Notice' from Athena ANPR Ltd. regarding my overstaying the allotted 1 1/2 hours at the Lidl in Leatherhead. I'm not overly familiar with this supermarket at my regular store Horley is closed for major refurbishments until mid March. I've parked in Horley regularly for the last few years without consequences so overstaying by 15 minuites is an honest mistake.
I have been charged £90 with a reduction to £45 if paid within 2 weeks (ending on the 03 March).
I rang Lidl customer care today to get their take on this and they have recommended that I raise a complaint with Athena ANPR ltd directly and enclose my receipts of recent shops at their stores.
I've drafted the following email to be sent to Athena in the morning - does anyone have any feedback on this, anything that I've ommited that should be included?

Dear Sirs,
I, as registered keeper, wish to invoke your appeals procedure. The driver did not see any of the signs at Lidl Leatherhead and has been using the store regularly since the Lidl Horley outlet has been closes for refurbishment until March (find attached receipts for the date in question using Lidl and week following). In any event your charges are penal in nature and not a genuine pre estimate of loss.
I am under no statutory obligation to name the driver and will not do so.
If you reject my appeal please supply a popla code.
Yours,
C'
