Still missing some of this letter?

Also, gariunai, do you have the original Notice to Keeper?
            Pictures of site signage?
            Windscreen PCN(s) if applicable?
            Is the vehicle hired/leased?

In short, much more info is needed.

As this has the appearance of a parking charge what are the details behind it? Where is the Notice to Keeper or other paperwork? It looks like you have been following the bad advice of ignoring private parking charges.
As ostell said before, think you need to give a few more details of the parking charge before anyone can say whether you should pay it or take your chances with the court.

So a lot more detail like the original Notice to Keeper, the signs that are displayed, the location (shop, flat, railway station etc), Who issues the permits.

What is the date on the SCS letter?

Are you a resident, or parking with a resident's consent?
If so, what does the tenancy agreement say about parking arrangements, parking control schemes/operations, & your right to 'quiet/peaceful enjoyment' of the property?
Have you spoken to Orbit to see if they can help with this?

Say to Orbit that you do have permission to park & that surely the parking scheme is to deter unauthorised people, & not to penalise residents.
They may help.....but they might not.

Personally I think that because the site signage is 'forbidding' (ie you cannot park, unless....), you may have a legal defence.
But it is better to avoid going down that route unless you have to.

As previously asked, what date is on the SCS letter?
