          Hey so I've written this as an idea and will send it out tomorrow. Please let me know what you think

          Ref number: XXXXXXX

          Dear Sir/Madam

          Further to your recent letter received on the 2nd January 2024, I am writing because I think your behaviour towards me in trying to collect the debt is unreasonable and could be considered to be harassment.


          I have been advised that under the Financial Conduct Authority’s Consumer Credit sourcebook, it is an unfair and improper business practice to make threatening statements and ignore disputes about whether I owe you the money.

          I had previously written to you on the 14th December with my updated address about being in dispute over the alleged Parking Charge notice and that you should cease your collection activity. This is supported by a verified Royal Mail certificate of posting. You have chosen to ignore this letter along with my updated address.

          If you ignore this request or do not change your behaviour, I will be making a formal complaint to the Financial Ombudsman Service.

          Please again note my change of address as above

            I would modify your first sentence slightly to: "Further to your recent letter received on the 2nd January 2024, I am writing because your behaviour in trying to collect the debt is unreasonable and I consider it to be harassing".

            Otherwise send it (altho' the chances are they will ignore it still!)

                Hi, my brother received a letter from UKPCN (not debt recovery plus) this morning. Although the letter is dated 22nd of January, this letter was only received today. Could you guys advise me what to do moving forward? Again, the letters they claimed were sent to me were never received - even at my old address. It's also astonishing to me that I've send them a letter TELLING THEM MY CURRENT ADDRESS and they have read it, STILL sending it to my old address. Honestly rubbish.

                Anyway please let me know what you think otherwise I have two days to pay it and not sure what to do now

                    You either ignore the toothless wonders completely or you write and remind them that you have already set out your position which remains unchanged i.e you are not identifying the driver and the PCN is not POFA compliant so they cannot transfer liability for the charge from the driver to the keeper.
                    So please p*** off as you do not intend to continue the letter tennis.
                    Or words to that effect

                      So would you recommend literally repeating my previous letter word for word?
                      It would be really helpful if you could provide me with a template.

                      I'm actually processing it and realising that they expect me to pay for something when the letters that arrived at my old address DIDN'T arrive. So like I'm magically supposed to know out of nowhere.

                        I suggested a wording in post 54, but to repeat it :in more detail

                        I am in receipt of your letter of dd/mm

                        I refer to my earlier letter in which I set out my position which remains unchanged i.e I am not identifying the driver and the PCN is not POFA compliant so liability for the charge cannot be transferred from the driver to the keeper.
                        So please stop sending template letters which have no bearing on the situation as I do not intend to continue this letter tennis.

                            Yes, confirm your correct current address to them again. Make sure you get proof of posting. It's important they know your correct address because these people can be so devious that they will issue court proceedings at an old address if they can and try and get a default judgement against you in court because you don't know proceedings have been issued.

                              This is my letter template so far. Should I mention about my complaints to the Financial Ombusdsman service like the previous letter?

                              Following your letter that was received on the XXXX
                              (ref: XXXX), I will again reiterate my position on this matter remains unchanged. This information was sent out to you already on the previous letters I sent dating the XXX and XXXX. I am still not identifying the driver and the PCN is not POFA compliant so liability for the charge cannot be transferred from the driver to the keeper.


                              I will once again remind you that my address is changed. It is rather astonishing that you are still not able to note my change of address despite this being the third letter I am sending you.

                              All letters I have sent are verified by a free certificate of posting.


                              Please stop sending template letters which have no bearing on the situation as I do not intend to continue going back and forth on this matter.

                                I decided to finish off the letter with: If you continue to ignore this request or do not change your behaviour, I will be making a formal complaint to the Financial Ombudsman Service.




                                I do not expect to hear from you any more, except to confirm that no further action will be taken on this matter and my personal details have been removed from your records.

                                Hope that still works?
