  • Ultimate Customer Solutions/London Parking Solutions - non payment of unreceived PCN

    Hello,
hoping someone can help, my husband received a letter from Ultimate Customer Solutions (USC) who are 'debt resolution specialists' with regards to an unpaid PCN from London Parking Solutions, however he did not receive the original PCN. We have asked for a copy of the PCN letter which they have sent but it definitely wasn't received our end through the post.

The issue is that the fine has now gone up to the full amount (it would have been reduced if paid in 14 days of receipt) and Ultimate Customer Solutions have added their admin fees ad stating we have 14 days to pay. Is there any way we can dispute having to pay the full amount? We have called both USC and London Parking Solutions and they say nothing can be done but pay the full amount. We are also unsure about the validity of the ticket as there appears to be no photo in the original copy of the PCN sent and although my husband recognises the area the alleged contravention took place he is sure that he was parked in a retail store car park where there were no restrictions.

    Many thanks

Are they chasing the driver or registered keeper ?

Who is the legal occupier of said land ?

      Hi,
Thanks for coming back to me. The letter states '...records indicate that you were the registered keeper of the vehicle at the relevant date and time. The driver must pay...'

My husband is the registered keeper and is the only driver of the vehicle. The letter is addressed to him.

With regards to the legal occupier of the land I wasn't able to get this info today as the road leading to the area was closed due to an accident but on looking online I think it's a company called Tilfen land, I will try to go again tomorrow to confirm.

      Many thanks

      UPDATE 28/05/2015

Managed to get to the car park today and the signs only refer to London Parking Solutions saying 'this site is managed and operated by London Parking Solutiobs... ', no indication of who the land actually belongs to.

Ok so when you contacted them did you admit, even if not directly saying who was driving, who the driver was ?

Are you still in time to appeal ?

My husband didn't confirm anything about who the owner or driver is - they just asked him to confirm his name and the van registration number.

With regards to appealing, there is no time left to do this, but this is because we didn't receive the initial PCN which contained details about the appeals process. The first we heard of it was the letter from UCS chasing payment in which they state 'Our client has advised that they have not received payment or any valid dispute and therfore it is now too late to pay the discounted amount or challenge this notice'.

When we received this letter from UCS (dated 21 May) we called them and asked for a copy of the original letter from London Parking Solutiobs, the letter was dated 17 April but the first time we saw it was 26 May so any period in which we could have appealed had already elapsed.
