    Well I went to the car park in question and after speaking to someone at the cinema I found out that the 4 hours free lark started only a couple of month ago and when I did find the signs they are only A4-A3 size attached to lamp posts, easy to miss and with no lighting on any of them I could see completely missable if you arrived at dusk or evening like we did. Is any of that worth mentioning in any of the letters?

        Well I got my initial decline from CE ltd. Just printed off my letter to PoPLA, from the email they sent as confirmation I noted that there isn't enough space for the whole letter, hence the written copy posted, recorded. Advise to anyone reading this send the postal copy!!

        Lets wait and see what they say now!

          I have just received parking charge notice from Civil Enforcement Ltd saying I have overstayed 18 minutes on free 2 hour parking at co op shop This was 12 days ago. I am disputing the amount of time I'm positive I did not park that long. Can anyone advise what might next course of action be

            The best course of action is to appeal, which will no doubt be rejected. This should yield a popla code.

            Dear Sirs,

            I, as registered keeper, wish to invoke your appeals procedure. The driver did not stay for as long as you claim. Additionally, your charges are penal and not a genuine pre estimate of loss.

            I am under no statutory obligation to name the driver and will not do so.

            Please cancel the charge or supply a popla code.

              Thanks for that I have emailed them (appeals@ce-service.co.uk) they have sent acknowledgement saying “We acknowledge receipt of your email.

              We aim to reply to your communication within 28 days. The response will be in letter form and sent through the post.”

              Do you know how long it usually take to get the letter

                Not nearly that long. Probably a week or so.

                They have been known to ask for further info or spout some crap but you have no obligations other than to appeal which you have so it's up to them to accept it or reject it.

                  So I am waiting for the POPLA reference number are they obliged to give me this number?

                  Once I have the POPLA number what is my next course of action?

                    They are not obliged to give you a popla code unless they reject your appeal in which case the BPA code of practice to which they subscribe says they must.
                    Once you get it edit the above template to suit :okay:

                      I've received a parking charge today from CE Ltd. Asking me to pay £100 for the pleasure of waiting 21 minutes in one of their car parks. The letter has arrived 15days after the incident and also I didn't leave my car. Have been looking at the thread but am slightly confused as to what to write in an appeal to the company. Anyone got any suggestions/guidance?

                          I have had my appeal rejected from CE ltd they have provided me with POPLA number. Went on the POPLA site entered the number and used the appeal template letter as suggested.

                          How long does it take for POPLA to come back with verdict?

                            A few weeks. It varies enormously but 3/4 weeks i'd expect.
