When appealing to POPLA you need to appeal on more than one basis if possible.

I would be including a challenge over the time spent in the area.
They are stating 16 minutes, but that is the time shown on their photos, but it is more than likely inaccurate
I would be calling into question the accuracy of their system.

Also their signage might be "dodgy" 9technical term!).
Could you get a photo (every tiny word needs to be legible!) for us to look at?

Quite happy to help if we have full info

Thanks again, the vehicle in question was a taxi and was dropping off an employee at the time so had a legitimate reason to be in the car park at that time

Do you think you could argue that it took a quarter of an hour to drop off one person?

Yes quite possibly if the driver had a problem with the payment terminal in the car to take payment and an issue with the car, with it being an EV and having to do a hard reset of the vehicle system before being able to drive away

in addition when filling out the online appeal one of their “stock” answers was that there was legitimate reason to be there, which there absolutely was

Obviously appeal to POPLA including the legitimate reason for being there, and with no intention of parking so no contract formed
Don't forget the late delivery of the Notice to Keeper (post 6) so do not identify the driver when writing your appeal

I decided to appeal again as there was a genuine reason for the car to be there even outside of the parking hours, the car was a taxi and was dropping off a member of staff for the early shift. Knocked back again saying I had already had a rejected appeal.
went to POPLA with the above reasoning and hey presto, the parking charge was cancelled
I was prepared to go all the way, so I’m very happy with the outcome and thank you very much for your help and advice
