I've had checked with my boss and unfortunately he has thrown the letter out. The front of the letter is the only thing I've got.

So you appealed a parking charge before you received a parking charge notice?
& in doing so, you ID'd the driver?
I need to see the reverse side of the postal notice dated 17th October 2022.
Imho, it could be arguable that the sign cannot form the basis of a contract.

On the day of using the car park (17/10/2022) I tried to report the issue by phone and email that I wasn't able to pay using their website.

As for the reverse side of the postal notice dated October 17th, my boss has thrown the letter out. I don't have a copy of the reverse side.

The golden rule is to wait for a Notice to Keeper & respond as keeper.
Unfortunately you've done neither.

You could try SAR'ing the parking company for a copy.
