Without knowing the content of your defence & the previous communications (esp the Notice to Keeper, windscreen pcn if applicable, the site sign t&c's & the circumstances pertaining to the alleged contravention, it is difficult to give any meaningful opinion.

also do i need to inform DCBL of my decision to go to court? or just ignore their email? if i ignore them, do they assume my intention is to go to court?

lets say i went to court and lost, would the maximum penalty and fees still be £290 or could there be additional chargers and CCJ on my records?
i don't care if i lose in court as their offer of £60 is not worth it, so i rather go to court and try my chances at court

If your defence has been accepted, the court will send it to DCBL. They may or may not be instructed to respond.

If you lose, there will obviously be a CCJ, as it means county court judgment. If you pay the judgment amount within a month, it doesn't appear on the Trust Register.
It is unlikely, but not impossible, that the judgment amount would significantly increase.
