Does this new "Parking Charge" mention keeper liability, and did it arrive more than 14 days after the alleged parking?

It came 24 days later and is not transferring liability. Invite the registered keeper to either pay it or ID the driver.
Clearly states driver is required to pay the outstanding charge.

That can probably be considered a notice to keeper as it is addressed to the keeper. If it's another separate case could your friend start another, separate thread please so that things don't get confusing

I can set up another if required no problem.
But it is same place, date, times and location.
Parked in the same spot.

If you think it needs challenging separately then they will do.

Surely they can't issue 2 fines for the same thing?

If it's another car and another keeper then it can lead to confusion and the wrong advice given.

No mate it's the same car. Same keeper. Parked on the same day. In the same place.
Only thing that's different is ONE fine was traffic warden sticking a ticket on windscreen with wrong reg on. Followed by NTK 32 days later.
Fine TWO has been issued from CCTV images and is a penalty charge. Dated 24 days after the date.
They are issuing 2 fines for the same incident.

Do you really mean penalty charge?

Same response, NTK not issued within 14 days and therefore no keeper liability. For this one contact the DVLA and ask who requested details of the car and when. email address is something like sar.request@dvla.gov.

Is this the same company that issued the last one? Can you confirm the location, ie shopping centre, railway station

Yes mate same firm.

I can confirm the location is a retail park. But due to it being rammed. Vehicle was parked in a side road bit that runs through it. Kind of around the back of some of the retail units.

Penalty charge is a completely different beastie. You had me worried.

Yes, that's the latest DVLA address. Ask for who requested details of your car, and how often, starting at the date of the first alleged parking until about a week after the notice was sent. The reason for this is they have to access the DVLA for each NTK that they send. They are not allowed to keep the keepers details. If they haven't done a second access then that's at least one of the NTKs got rid of.

If you could post up the NTKs, redacting identifying details but leave the date.
