A city council are in the process of converting its pay & display car park to one where you take a ticket on entry and pay for whatever time you have stayed on exit. However, apart from increasing the general charge they plan to round up the charge to the nearest hour upwards.
If therefore you park for one hour and one minute you will be charged for two hours. This is like purchasing just over one KG of meat from the butchers and him / her charging for two KG. That would be fraud but what about the council's parking charge? In other places these systems round up (or up or down) to the nearest 5p or 10p so there is no problem in making the system fair.
