    Good morning.
    i received a Parking Charge Notice through the post this morning.
    it was from ParkingEye car park management.
    demanding a payment of £100 - or £60 if paid within29 days pf the notice date - 21/2/14.
    the notice states i entered the car park @ 13:43:50 leaving 17:02:14.
    Apparently the signage on the car park states a max of 3 hours.
    Therefore the fine : 18 minutes out of time. "Penalty payable to ParkingEye Ltd (as the creditor) "
    No Notice was affixed to my vehicle
    The Parking Charge Notice does not provide car park location.
    it only says St.Albans Road Watford.

    Is this penalty charge legally enforecable please. ?

    Send them this with proof of postage for now:

    Dear Sir,

    I wish to appeal the above parking charge notice as no notice was attached to my vehicle and there is no specific car park mentioned. Should you decline this appeal, please send me a code so I can appeal to POPLA.

    Yours faithfully,


    When you get their reply stating they have declined your appeal, which is likely, you can use the POPLA code to appeal to them using the letter here as a basis. If you still have a charge to pay after that, you've done something wrong!
