    What's a dpf?

Yes, he can reject it and ask for a refund under s22 Consumer Rights Act 2015 (CRA) - he must do this within 30 days of purchase.

S9 CRA provides that goods must be of satisfactory quality when sold. Not having a damp proof floor indicates that this vehicle was not of satisfactory quality.

        diesel particulate filter

Damp proof floor or not, this might not be covered by CRA 2015 if it was a business to business transaction

good point if it was a B2B transaction. I should have asked.
