          The first notices posted are saying that you have been named as the hirer of the car. Strange.

          There is a problem here in that with a windscreen ticket, which seems to apply. then the Notice to Keeper needs to be sent within day 28 and 56. They seem to have missed that requirement on both notices you have posted.

              Are there any other dates, other than the date posted field, on those letters?

              Basically they have failed to comply with the requirements of 8 (2) (4) of POFA

              Can you contact the DVLA and see when the keeper details were requested and by whom. Give the dates starting with the first notice and ending with 56 days after the second notice date.

                No other dates.

                They only have the date posted and PCN issue date on the PCN final reminders. Other than that there’s no other dates.

                          About 28 days

                          I get the feeling that they are trying to cover up a cockup of not sending the original Notice to Keeper. If there was a ticket on the windscreen, and the letters confirm this, thennthey can only apply to the DVLA and send a NTK after day 28. Those NT Ks are suggesting they were sent the same day as the event. The "reminders" are actually the first letters sent but were sent after day 56. That's why I would like to see the DVLA figures
