Edit your post so that the identity of the driver cannot be inferred. Use "the driver.......... etc

take down that notice and remove identifying items, except the dates, and repost.

If there is no windscreen ticket then they have failed to comply with the requirements of POFA and cannot hold the registered keeper liable for the actions of the unknown driver. Look around and you'll find a suitable appeal in one of my posts

There are also other POFA fails but go with the out of time for the time being
