        Thanks. The expat thing still seems to be a grey area. I'm wondering where i can find definitely info on the status of expats and council tax. I was told we can get a 25 % reduction.

            Thanks. The property has a cafe on the bottom floor, solely used for business. Upstairs are three floors for domestic use. Am not sure if the property is categorised as a business or domestic property. If it is categorised as domestic would this rule about business rates apply?

              I think this example describes your property,

              • you have not made alterations of a sort that would not usually be associated with a home (such as converting a garage to a hairdressers or installing a hydraulic car lift).

              I doubt you could disguise a working cafe as part of the home.

                You may need to pay business rates as well as Council Tax if:
                • your property is part business and part domestic, eg if you live above your shop
                • you sell goods or services to people who visit your property
                • you employ other people to work at your property
                • you’ve made changes to your home for your business, eg converted a garage to a hairdressers
                Debt is like any other trap, easy enough to get into, but hard enough to get out of.

                      you would have to ask the local council (where the property is) about discounts for expats, but I believe that they'll say the whole bill is due as it is lived in full time. What you need to ascertain is whether the tenants are liable or yourself.

                        Thanks. To conclude, any "official" info on expat status and reductions? Cant find anything directly linking it..or aoso even whether or not, on the circumstance, the council have a right to demand payment after 5 years suddenly or is their responsibility to contact me after probate? These are the two main points i want to look at in terms of case. bear in mind, we are also under orders by the council to do extensive renovation work on the property and am not sure if this mitigating.

                          our home is a House in Multiple Occupation (HMO) if both of the following apply:
                          • at least 3 tenants live there, forming more than 1 household
                          • you share toilet, bathroom or kitchen facilities with other tenants


                          A household is either a single person or members of the same family who live together. A family includes people who are:
                          • married or living together - including people in same-sex relationships
                          • relatives or half-relatives, eg grandparents, aunts, uncles, siblings
                          • step-parents and step-children

                          (although as you've said that the tenants are all related, I doubt this would be the case).

                          I (personally) think that the tenants should be liable for the CT ... they live there full time (and rent free?).

                            it is a HMO. The council said i am liable as i am on the land registry. I know the tenants are not in a position to pay. In the case of not being in a position to pay, would the council ever have the mandate to waive or ONLY agree to instalments?

                              You'd have to ask the council ... I'm sure there will be an email address you could contact them on through their website :noidea:
