Council properties & Party Wall notices

If ...

A council owns two adjacent terraced properties, X and Y, both of which are occupied by tenants.

The council wishes to do repairs to property X. Is it required to serve a party wall notice on the tenant of Y?

Advice and sources appreciated.

As in my other post, I am not too sure about these matters, but again have found some info in regards of council repairs via tenants which may be useful.

I think the answer yes, the council should have served a party wall notice on tenants of the adjoining property if they are long term tenants (over 12 months)
