Are you prepared to make relations with your neighbour really bad?
Lawyer (solicitor) - retired from practice, now supervising solicitor in a university law clinic. I do not advise by private message.

Litigants in Person should download and read the Judiciary's handbook for litigants in person: https://www.judiciary.uk/wp-content/..._in_Person.pdf

if they have moved them back then its going to go south whatever you do so, maybe give them a few days, sometimes people argue back for the sake of it but then re-asses there positions after a few days.

        Are they owners or tenants.

It looks like from the photos, the allyway goes all the way up the the frontage / road( past the building ) ( there wall and your blocks seem to be the divider )if so, they cant block the alleyway ( probably on both deeds saying allow free and unobstructed passage over the land ).
crazy council ( as in local council,NELC ) as a member of the public, i don't get mad, i get even

atticus tue relations are really bad already this is just another fly in the ointment, they have left the bin on their side of the land for 7 years and now all of a sudden they want to put it on my side of the land on the basis it’s a shared alleyway,I won’t just put up with the bin being incorrectly there just to avoid making the relations bad,it’s a matter on principle.

Crazy council low and behold they have moved them back to my side even after my partner asking politely and they said they will but they have gone back in their word, they are tenants as it’s a council owned property,I have attached their rights for access.

Assuming your neighbour's right of access is along the path leading to the alleyway, you do realise that your bins are obstructing their right of way?
So be careful before you start going all legal as, besides destroying any relationship and possibly causing problems if you come to sell, you may find yourself on a counter action!

Keep a diary, collect evidence, take pics etc. When you contact the Council you will have evidence to show the Council, take notes / pic now, move the bins where you think they should be, see what happens, etc, keep doing it, gather the evidence, then go to the Council.

echat11 i have ring doorbell footage of them doing it and I have pictures aswel as proof,I have phone the council, they said I will be contacted by a housing officer and they will most likely visit them as they have also knocked the wooden fence down which was between our land which I’m sure they did not get per permission for,I will await for their call.

Forgetting about alienating your neighbours for the moment as that point has been made and must be considered

The servient owner of a right of way has more rights than those who only have a right to pass and repass . The servient owner may use their land for any purpose they wish and leave items directly on the right of way providing those with rights to use the right of way can still pass any obstruction without to much difficulty. Any obstruction must be substantial for your neighbour to win any case against you.

Your neighbour has no right to leave their bins on your land, even if it is a ROW.
