Neighbour guttering and damp issues

Hi there, I have a couple of questions:

I live in a terraced row of houses, our guttering roughly has one down pipe per house. Who is responsible for the maintenance of each of the downpipes? Is it a collective or individual to the house?

The downpipe attached to my neighbours property has been leaking and causing some damp issues to my property. Who is responsible for the repair cost in this instance?

In the absence of any covenants to the contrary each owner is responsible for the rain goods attached to his property.
The downpipe is attached to your neighbour's property.
The downpipe is leaking and thereby damaging your property
The neighbour is liable for repair costs to the downpipe (and also for any damage caused to your property)
