And you can confirm it states the offence as 30/6/2015?

Just a suggestion for: As others have said appearing in person instead of a postal plea and mitigation letter, go to court
with your mitigation plea typed up as a " speech" you can inform the court via the usher that you are dyslexic and it will
be more effective than the postal plea.

If we can confirm the offence took place on 30/6/15 and the NIP wasn't issued until 29/12/15, that there were no difficulties in the Police tracing the owner/driver (logbook address, owner etc) then it may be time barred and able to be rejected under Section 1 of the Road Traffic Offenders Act

Re: HELP: letter of plea mitigation for speeding

Are you sure you are looking at the "Notice of Prosecution" and not the Court summons?
                  A NIP looks like this:

Were you caught on camera or by a police officer?
If the latter probably no NIP issued, as notice given at the time.

Sorry not good with modern technology
Were you caught by camera or by a police officer ?
If stopped by a policeman you would have been given a notice at that time and unlikely a NIP would be issued.

The documents are i) NIP issued by Police Force and headed Notice of Intended Prosecution
ii) summons issued by Anytown Magistrates Court and Headed "Summons"

Re: HELP: letter of plea mitigation for speeding

So your mother received a letter .
This was the initial Notice of Intended Prosecution, which had to be received within two weeks of the offence.
Following that NIP your mother advised the police that you were the driver.
The police then have six months from date of offence to lay information before the court.
                          The summons is then issued.
As the offence occurred 30/06/2015 & summons issued 29/12/2015 the time scales appear to have been observed correctly.
