When an on outside employment consultant drafts a dismissal letter, is the employer supposed to give them the disciplinary outcome and the grounds for that outcome, or can employer simply say employee is dismissed, then leave it for consultant to find grounds which support dismissal?

In my opinion the dismissal letter should contain the grounds for the dismissal and detail the person's right of appeal against the dismissal. If you would like a one-to-one expert consultation with me on your employment issue than I can be contacted by emailing admin@legalbeaglesgroup.com
I do not provide advice by PM although I may on occasion ask you to send me documents this way but any related advice will be provided back on your thread.

Thanks for the reply but not quite what I was querying.
I just want to know who has to come up with the grounds for dismissal, the employer or the outside hr company.
If employer can simply say to outside hr company 'i want this employee dismissed, here's all the notes now make it happen', that would suggest employer doesn't know why employee should be dismissed, it would also suggest employer is solely looking for reasons to dismiss.
Would an outside hr company go beyond just giving advice if they went through all the notes looking solely for reasons to dismiss?

Basically yes. The outside HR company will act as an internal HR department would, so they would advise on legitimate reasons for dismissal if the employer isn't sure of their position.#staysafestayhome
