Does an agency have to tell employee before attending an interview a pet e.g. a dog in office before attending interview even for hygiene/allergy reasons?

I am not aware of any legal obligation to inform you. However I would suggest that the agency, if they had been made aware by the recruiting company that they have a dog in the office, should just let prospective candidates know in advance for the very reason of allergies etc.
I do my best to provide good practical advice, however I do so without liability.

It could be a guide dog I suppose ... protected under discrimination regs??

Good point Kati. In my previous company we had a guide dog and I did tell candidates when I interviewed them of the situation just in case there was any issues with allergies or otherwise and I do where I currently work as my dog comes to the office.
