Any solicitors want to bring claims against public authority with a high probability of success, ie significant damning evidence.

The OP is right. Any solicitors want to bring such claims.Lawyer (solicitor) - retired from practice, now supervising solicitor in a university law clinic. I do not advise by private message.

The usual issue with claims against LAs is as to the value of the claim. Typically the value in damages is low.
The possible range of claims is huge. It is perfectly proper to withhold detail in a public forum, but leaving people to guess will not work.
